Coast Patrol is an Adventure Pack released in the United States with the Series Two toys. Wikipedia describes the gear as an armed rescue raft, and the fan site MASKFORCE labels it the MASK Marine Adventure Pack.
The agent is Matt “Hunter” Trakker. According to MASKFORCE the set has a dinghy, a marine accelerator that pivots to become a laser cannon, an anchor, two flippers and two hyper photon torpedoes, which serve as the weapons system. Wikipedia dates the Adventure Packs to 1986.
Trakker wears the Dolphin mask, which emits sonic signals.
The sources used here do not record a cartoon appearance for the raft itself. Trakker debuts in the first episode, “The Deathstone,” where he also drives Thunderhawk. Doug Stone voices him. Wikipedia describes Trakker as a multimillionaire philanthropist who helped create the original team along with his brother Andy and Miles Mayhem. MASKFORCE lists his age as 28 and Doug Stone as his cartoon voice.
