Blaster II is the mask Hondo MacLean wears after Firecracker is destroyed, and it comes with his replacement vehicle Hurricane. The power is the same as before, with a difference in delivery: the fan wiki says it fires two beams from the sides and a third from the top of the head, which is the sort of upgrade a sequel mask exists to provide.
The fan wiki lists it in seven episodes from Deadly Blue Slime on. Wikipedia’s character list describes an improved heat-based beam and says that the Sea Attack adventure pack also carried a Blaster II, as a European release.
Our toy records agree about the Europe-only part. The Hurricane toy carries the mask, the Sea Attack pack lists it, and the Ace Riker and Hondo MacLean two-pack, which our record says was released only in Europe, lists it alongside Ace’s Cruise Control.
