Vortex is Ali Bombay’s mask, worn when he drives Bullet. It creates controlled cyclones that can throw objects into chaos or dig a deep hole, and the fan wiki lists five second-season episodes. Ali’s own showcase is Homeward Bound, in which he goes back to India and discovers V.E.N.O.M. using villagers as slave labor to mine a meteorite.
Wikipedia’s character list and Matt-Trakker.com both describe whirlwinds. Kenner packed the mask with Bullet in 1987.
